Instructions
Make the Chocolate Syrup: Combine the cocoa powder, sugar, and water in a small saucepan.
Heat the mixture over medium heat, stirring constantly until the sugar dissolves and the mixture thickens slightly, about 3 minutes. Do not boil.
Remove the syrup from the heat and stir in the vanilla extract. Let the syrup cool completely. This makes about 1/3 cup of syrup.
Assemble the Milk: For one serving, pour 2 to 3 tablespoons of the cooled chocolate syrup into a glass.
Add 1 cup of cold milk.
